摘要:随着我国社会经济和城市化的发展,由于我国地方政府环境保护融资渠道比较单一,环境保护存在着严重的资金缺口,严重影响了城市污染防治能力,进而影响着国社会经济的可持续发展,为有效解决这一问题,采取不同的措施弥补缺口有着非常重大的意义。文章根据环境保护设施为准公共物品的特征,对融资缺口产生的原因进行了系统的分析,从财政投资、排污收费、利用外资、市场融资等方面入手,提出一个系统性的综合解决方案,为进一步改进环境政策提出建议。） |

The tentative plan of solving scheme on financing gap of

Abstract: Because of rapid development of society , economy and urbanization in China, there exists a big financing gap in the need of environmental protection of local government due of the shortage of the environmental finance and the limited ways of financing ,which restricts the development of Chinese urban environmental protection capacity, and which will affect the continual development of society and economns . For effective solution to the problems,to find
new financing sources and attracting more investment from the existing sources is of great significance .According to the characteristics of commomproperty of environmental protection infrastructures ,the article puts forward a systemic solving scheme in four ways: government budget,pollution charges ,utiliaing foreign captial and market financing, which are of help in making suggestions on improving the environmental financing policies. |
