论全面从严治党主体责任制的建构价值、构成要件与实施进路 |

| 摘 要： 全面从严治党主体责任制的建构价值，是对中国特色政党责任制进行了内容整合与创新性发展，提升了全面从严治党主体责任法规的系统集成性，为破解管党治党宽松软问题提供了专门的制度保障。其构成要件，主要包含分类合理、主次分明、分工协同的责任主体，全面覆盖、因角色定责的责任内容，教育与制度结合、激励与约束并重的责任实现机制，正面列举和兜底条款配合、过错归责和结果归责兼顾的追责情形条款。其实施进路，一是要基于客观责任和主观责任两种形态，构建外在压力与内生动力相结合的遵规动力机制；二是要基于“制度—主体—环境”分析框架，探索提升制度执行力的多维路径。 |

On the constructive value, key components and implementation approach of the subject responsibility institution of exercising full and rigorous Party-governance |

| Abstract: The constructive value of exercising full and rigorous Party-governance lies in content integration and innovative development in the Party responsibility system with Chinese characteristics, enhancing the systematic integration of the subject responsibility intra-Party rules and regulations, and providing professional institutional guarantee in order to solve the problem of governing the Party loosely and softly. Its key components mainly include the following four aspects. The first is the responsibility subject with reasonable classification, clear distinction between the major and the minor, as well as division and collaboration of work. The second involves responsibility contents with comprehensive coverage, and liability division by roles and positions. The third is responsibility actualization mechanism that combines education and institution, and puts equal emphasis on both incentives and constraints. And the last involves accountability situation clauses which assort the positive enumeration clauses and miscellaneous provisions, and consider the principles of liability for both faults and results. To explore the effective implementation approach of the subject responsibility of exercising full and rigorous Party-governance, we should, firstly, on the basis of the two forms of subjective and objective liabilities, construct a compliance driving mechanism which combines external pressure with internal power. Secondly, we should, on the basis of the framework of "institution-subject-environment", explore a multi-dimensional path to boost the enforcement force of the system. |
