增量发展：改革开放四十年中国共产党政治理念发展的演变 |

| 摘 要： 中国政治发展存在双重维度：政治制度发展和政治理念发展。国内学者在政治发展研究中普遍存在的问题是用政治体制改革遮蔽政治理念发展。改革开放以来，中国走上中国特色社会主义政治发展道路，在此过程中由于对中国特色社会主义规律的认识尚不全面、不系统，党和国家领导人在不同时期提出了不同的政治发展理念，形成了不同政治增量，建构了增量发展的政治发展态势。增量发展体现为三种类型：一是直接添加政治增量；二是在细化、具体化原有政治理念过程中添加政治增量；三是在改变原有政治理念过程中添加政治增量。新时代中国特色社会主义的政治发展将继续走增量发展道路，只有对中国特色社会主义规律全部掌握之后，我国的政治发展才有可能走出增量发展形态，进入更高一级的新发展形态。 |

Incremental development: Theoretical analysis of China's political development over the past four decades of the Reform and Opening-up |

| Abstract: There are double dimensions in the development of China's politics: the development of political system and political ideas. And the common problem among domestic scholars is to confuse the reform of political system with the development of political ideas. In fact, political system reform cannot be used to obscure the development of political ideas. Since its Reform and Opening-up, China has been on the road of socialist political development with Chinese characteristics, during which process, owing to the lack of comprehensive or systematic understanding of socialist rules with Chinese characteristics, our Party leaders and state leaders put forward different political ideas at different historical stages, hence forming different political increments and constructing the political development trend of incremental development. Incremental development can be embodied in three types: one is the directly-added political increment, the second is political increment added in the refining and specifying process, and the third is that added in the process of modifying the original political idea. The political development of socialism with Chinese characteristics in the new era will still take the above path of the incremental development. Only when the rules of socialism with Chinese characteristics are fully mastered, can China's political development step out of the incremental development pattern and enter a new development pattern at a higher level. |
