名实分离与融合：业委会参与社区治理的制度与实践分析 |

| 摘 要： 实证调研发现，业委会在社区治理中的运作实践与将其视为维权自治组织的制度设定之间存在悖离，亦即“名实分离”。分离的原因在于异质化与碎片化的社区结构中业主之间缺乏共同历史记忆与社会关联，造成业委会的实践运作悬浮于社区之上，自利性倾向凸显。融合的实现需要政府以趣缘关系网络为媒介营造社区共同体，进而增强业主间的社会关联，促进现代公民精神成长及提升居民参与治理能力。 |

Separation and integration: Analysis of the system and practice of industry committee participation in community governance |

| Abstract: Empirical study has found that there exists a paradox in community governance between operation practice of industry committee and system design which considers it as autonomous right-sustaining organization. The paradox can also be termed as "existence in name but separation in essence." The reason for the separation lies in that, in the heterogeneous and fragmented social structure, there lack mutual historical memory and social connection among proprietors. This results in that the practical operation of the committee goes beyond the community and that selfish tendency becomes remarkable. To realize integration, the government needs to create Gemeinschaft with interest relation network as the media to promote the social connection among proprietors, to enhance modern citizens' spiritual growth, and to improve the citizens' ability of participation and governance. |
