论政府公共服务的市场化管理

摘  要: 我国政府对社会公共服务业历来实行的是传统的政府直管体制。采用这种管理体制的结果是成本高,而效率、效能低。现代管理理论和实践证明,传统政府所承担的公共服务采用市场化管理可以大大提升政府公共服务能力。政府直管的这些公共服务市场化后,不论其经济性,还是服务的效率、效能都会获得很大的提高。所谓经济性即提供同一服务所付成本的高低;效率是指实现同一目标所用时间的多少;效能则指某一管理措施所能发挥的作用和达到的效果。通过对政府公共服务管理的经济性和效率、效能三方面的分析,可以认识公共服务市场化管理改革的意义和可行性,从而为政府公共管理改革提供借鉴和参考。

On market-oriented management of the government public service

Abstract: China, for a long time, traditionally adopts government-directed management system to the public service sector, which results in high cost, low efficiency and poor performance. Modern management theory and practice has proved that if the government-run public service sector is operated by the market, the government can greatly enhance its ability in providing public service. After those government-directed public service is marketized, it will become more economic, more effective and more efficient. The so-called economy means how much of the cost is paid to the same service; the efficiency means how much of the time is needed to achieve the same goal; while the performance means the role played and the effectiveness achieved by a certain management measure. After the analysis of government public service management through the aspects of economy, efficiency and performance, the significance and feasibility of market-oriented public service renovation can be recognized, which will provide reference for the government to renovate public service management.
