| 摘 要： 袁世凯为了巩固既得利益,急于登上正式大总统宝座,是《大总统选举法》出台的根本原因;以孙中山为代表的资产阶级革命党人,力量不断遭到削弱,是《大总统选举法》出台的前提条件;袁世凯操纵国会党争,促使国会通过先举总统后定宪法的议案,是《大总统选举法》出台的直接原因;社会各界的推动,是《大总统选举法》出台的社会条件;西方国家的要挟,是《大总统选举法》出台的外部原因。 |

Discussing on the conditions and reasons of the
publishing of the Great Presidential Electoral
Law in the first years of Republic of China |

| Abstract: This paper pointed out the root cause why the Great Presidential Electoral Law was made out is that Yuanshikai eagered to step on the throne of the great presidential for strengthening vested interest, the premise factor why the Great Presidential Electoral Law was made out is that the capability of capitalist class revolution party of Sunzhongshan’s was continuously weakened, the direct reason why the Great Presidential Electoral Law was made out is that Yuanshikai manipulated the dispute among the parties and made the parliament pass the proposal electing the presidential ahead making the constitution; the social condition why the Great Presidency Electoral Law was made out is that all social circles put forward, the external reason why the Great Presidential Electoral Law was made out is that the western countries put pressures on. |
