| 摘 要： 通过对国家投资建设项目政府管理低效的制度分析及其问题分析,指出了传统和现行的国家投资建设项目业主行政代理模式的弊端,进一步设计了与我国市场经济体制相适应的国家投资建设项目的政府管理新模式———业主市场代理模式,并运用委托代理理论和公共选择理论论证了这一新模式体现的市场化改革的有效性。 |

| Abstract: Through managing system analysis of efficiency and case study of the construction project of government investment, this article has pointed out that traditional and current owner’s administration of construction project of government investment acts for mode the drawback, and designed the government investment construction project in conformity with market economic system of our country, further manage the new mode owner’s market act for the mode, and used agency by agreement theory and public-choice theory prove new market-based validity of reform that mode reflects. |
