| 摘 要： 中华人民共和国六十年是一部公共政策翻天覆地变化的历史。在“经济国家变迁”的总体公共政策（GPP）理论架构下，对国内主流报刊媒体的独特职能和政治语境进行考察，回顾1978年前后不同的总体公共政策及其影响，反思和展现新中国六十年尤其是改革开放三十年国家治理的变迁，从而更好地理解一个大国成长过程中的历史、现状与趋势。研究表明，作为GPP工具之一的传播媒体，一方面它反映着大国治理变迁过程中的政策面相和实践逻辑，另一方面也叙说着中国发展道路的曲折对于媒体角色及其表现的深刻影响。 |

Public Policy and China’s Development:
The Role of Media Publication under a Changing GPP |

| Abstract: This article reflects on the 60 years history of the People’s Republic of China, particularly the dramatic changes over the last three decades to clarify its current situation and future direction. Under the framework of an “economic state in transition”, the extreme politicization of social life before 1978 is contrasted with the “great transfer” in Chinese general public policy (GPP) afterward. The unique function of media publications is reviewed. Specific cases are used to illuminate the contexts and assess the role of Chinese media in different historical periods, especially in “opening up” and reform, as a major GPP means. Issues concerning another shift of China’s GPP toward more balanced development are discussed in the context of rapid globalization and the country’s determination to pursue a unique socialist and scientific route for further development. |
