| 摘 要： 现代化的公民参与公共决策是指公民作为国家的主人,自主决定公共政策的议题、程序,通过国家的力量实现对公民社会的自治,这种参与要求公民具有理性的自我认识能力、基本的正义感能力以及形成合理的善的观念的能力作为前提。公民的这些道德能力的形成的保证是公民拥有参与公共活动的基本财富与公民社会和法治秩序基本形成。 |

On the moral ability of citizen participation in public decision |

| Abstract: The modern citizen participation in public decision means that the citizen functions as the masters of the nation and decides the subject and procedure of the public policy independently. By the power of the nation to complete the social autonomy of citizen. this kind of participation requests that the citizen have the reasonable ego consciousness ability, basic sense of righteousness ability, and ability to generate rational conception of goodness. The condition to generate these abilities is that every citizen has the necessary wealth to participate in the public activity and that citizen society and the rule of law orders have been set up. |
