| 摘 要： 公职伦理本质上是职业化、角色化的政治伦理和行政伦理;公职伦理建设目标确定和建设方式寻求,既须有规范伦理学维度的考量,也须有德性伦理学维度的考量。使公职伦理成为有效约束公职人员行为的外部控制系统和支持公职人员积极履行全面伦理责任的内部控制系统,是现代公职伦理建设的基本路径。 |

| Abstract: The essence of Public Office Ethic means professionalized, characterized Politic Ethic and Administrate Ethic; To define the aim of establishing Public Office Ethic, we should not only see from scale of Normative Ethic, but also view it from scale of Virtue Ethic; It is basic path to establish Public Office Ethic that makes Public Office Ethics to be an effective external control system that restrains public office workers and internal control system that supports public office workers to fulfill overall ethical responsibility actively. |
