| 摘 要： 公共理性是现代公共行政的理性基础,现代公共行政中,政府的责任就是提供公共利益。执政党通过政策的制订与对政府行为的监督对政府进行领导,所以就必须和政府一样具有公共理性的能力。同时,公共理性作为现代民主政治生活的理性,与现代执政党的伦理诉求有着内在的一致性。 |

| Abstract: Public ration is the rational base of modern public administration. The duty of government is to provide public interests in modern public administration. By drawing policy and supervising government behavior, the party in power achieves its leadership, so the party should also have its Public ration. As the logos of modern democracy life, There exists the public ration the internal consistency with the ethic request of modern party in power. |
