| 摘 要： 政府权的本质上是公共性的,其运作过程更是公共性的,如何确保政府权能不被异化,有其法制方面的策略,也应有其伦理方面的对策。树立政府权能的公共性伦理理念是对策之一。较之于传统社会,现代政府应具备服务性、公正性、制衡性、有限性等公共伦理理念。 |

| Abstract: The right of government is public in essence, and so is its process. There are ways by law and ethical methods to prevent the government right from being catabolized, and the building of the ethical thought of common is one of them. Compared with traditional societies, the modern one should be equipped with public ethical thoughts of its services, balance, and limitations. |
