机关事业单位编外人员治理的时空政治逻辑转换 |

| 摘 要： 机关事业单位编外人员治理的“老人老办法、新人新规定”做法其实蕴含着时间政治逻辑，并存在着明显的效率价值偏向。在“职位中心主义”的应然趋势下，应推进编外人员治理的时空政治逻辑转向，外在表征上由人员资历转向工作职序，内在要义上由身份符号转向职位禀性，进而在强调空间政治逻辑中形成编外人员治理的组织空间和区划空间进路策略。时空统一的政治逻辑转向，预示着可通过突破身份疏离突显权能分工，在克服体制内外身份有别的过程中提升编外人员治理水平，从而为促进中国式现代化提供高质量的组织支撑。 |

The political logic change of time and pace about ex-staffing governance in organs and institutions |

| Abstract: The practice of "the old rules for the old generation while the new rules for the new" actually contains temporal political logic, but there exists an obvious value bias. Under the trend of "position centrism", we should promote the turning of the spatial-temporal political logic of external governance, with the external representation turning from personnel qualifications to work order, and the internal essence from identity symbol to the essence of power, thus forming the organizational space approach and division spatial entry strategy of external governance. The shift of space-time political logic in space-time unity indicates that the division of power can be highlighted through the identity alienation to fully improve the extra-organizational governance, which has enlightenment value for realizing the high-quality development theme of government organizations. |
