中国式现代化进程中发展与稳定关系的伦理均衡 |

| 摘 要： 发展与稳定的关系是社会伦理的核心问题，在实现中国式现代化的进程中，如何正确协调二者的关系，实现社会的和谐发展与均衡发展，是我们必须重视的重大理论问题。五大发展理念为中国式现代化提供了均衡发展的伦理指南，而社会稳定是社会秩序的正常化，是社会发展的常态。实现在稳定中发展与在发展中稳定的统一，既是社会治理的目标，也是社会治理伦理均衡的核心。通过伦理均衡实现社会稳定与发展的统一，还要注意现代社会因不确定性带来的风险特征，这就需要有一种“非常”伦理智慧来处理社会不稳定因素。对待社会发展还需要有历史的伦理眼光，正确看待社会的短暂衰落现象，保持好历史主义的伦理立场，稳中求进，进中求稳。 |

Ethical equilibrium in the relationship between development and stability in the process of Chinese-style modernization |

| Abstract: The relationship between development and stability is the core issue in social ethics. In the process of achieving Chinese-style modernization, it is a theoretical issue of essential importance to effectively coordinate these two factors and achieve harmonious and balanced social development. The five development ideas provide an ethical guide for achieving balanced development in Chinese-style modernization, while social stability, on the other hand, represents the normalization of social order and serves as a norm for social development. It is not only the aim of social governance but also the core of ethical balance in social governance to achieve the unity between development in stability and stability of development. In order to achieve this unity between social development and stability via ethical balance, it is also crucial to pay attention to the inherent risks brought by modern society due to its uncertainty, which requires “unconventional” ethical wisdom in dealing with social instability. Furthermore, a historical and ethical perspective on social development is needed in order to acquire a correct understanding of transient social decline while maintaining an ethical stance grounded in historicism so that progress amid stability and stability amid progress can be secured. |
