社区公益服务供给的“一核多元”模式研究——基于长沙市H社区的经验 |

| 摘 要： 以长沙市H社区的经验为基础，探索社区公益服务“一核多元”模式的构成主体、运行逻辑及保障机制。研究表明，社区公益服务“一核多元”模式的有效运行，必须理清“一核引领”与“多元协同”的涵义，即党组织发挥核心作用、社区压实主体责任、社会组织提供专业力量、社区居民提供基层动力，促使多元主体在党组织引领下形成提供社区公益服务的合力。同时，要落实好保障机制，即完善服务供给机制，强化政治保障机制，优化主体协作机制。 |

Study on the "One Core with Diversified Participants"model of community public welfare service supply——Based on the practice of H community in Changsha City |

| Abstract: Based on the experience of H community in Changsha City, this paper explores the main body, operation logic and guarantee mechanism of the "one core with diversified participants" mode of community public service. The research shows that the effective operation of the "one core with diversified participants" mode of community public services must clarify the meaning of "one core leadership" and "multiple collaboration", that is, the party organization plays the core role, the community compels the main responsibility, the social organization provides professional strength, the community residents provide grassroots motivation, and the multiple subjects form a joint force to provide community public services under the guidance of the Party organization; Meanwhile, it is necessary to implement the guarantee mechanism, that is, to improve the service supply mechanism, strengthen the political guarantee mechanism, and optimize the main body cooperation mechanism. |
