人工智能时代政府监管的实践转向 |

| 摘 要： 科学技术是推动时代进步、国家繁荣和社会发展的重要因素和重要力量。作为国家治理和社会创新的重要环节，政府监管也随着新技术的变革而更加精准、系统与灵活。面向治理现代化的进程，政府需要建立一套判断有据、智能精准、高效协同、动态分级的监管体系，以更加快速地回应日益丰富的监管需求，更加精准地感知、预测和矫正日益复杂的监管实践。人工智能为政府监管引入了新范式，其影响和应用渗透到政府监管的各个方面。人工智能时代的政府监管实际上是运用数字化改革的方式推动传统监管，使之从经验监管走向循数监管，从线性监管走向智能监管，从分散监管走向协同监管，从模糊监管走向信用监管。这在一定意义上改变与完善了政府传统监管的结构与模式，促使监管真正以目标达成的质量和效果为根基，对于推进政府治理体系和治理能力现代化具有重要的实践意义。 |

Practical turn of government regulation in the era of AI |

| Abstract: Science and technology is the core driving force to push the progress of the times, prosperity of the nation and development of the society. As an important part of national governance and social innovation, government regulation has been more precise, systematic and vital with the transformation of new technologies. Facing the process of governance modernization, the government needs to establish a set of regulatory systems with good judgment, intelligence, precision, efficient coordination and dynamic classification, so as to help the government quickly respond to the increasingly rich regulatory needs, and more accurately perceive, predict and correct the increasingly complex regulatory practices. AI (Artificial Intelligence) has introduced a new paradigm for government regulation, whose influence and application permeate all aspects of government regulation. Actually, government regulation in the era of AI is a kind of data-based regulation, intelligent regulation, collaborative regulation, and credit regulation. In a sense, it improves the traditional structure and mode of the government regulation, and promotes the government regulation to be truly based on the quality and effect of the goal, which has important practical significance to promote the modernization of the national governance system and governance capacity. |
