共同富裕背景下农村低收入人口综合帮扶机制建构 |

| 摘 要： 从绝对贫困治理到低收入人口帮扶，是我国贫困治理范式转变的重要体现，也是迈向共同富裕的关键举措。改革开放以来，我国低收入人口帮扶经历了以解决温饱问题为目标的摸索阶段、以综合扶贫开发为手段的起步阶段、以脱贫攻坚战略为主导的攻坚阶段和以综合帮扶机制为核心的常态化阶段。当前农村低收入人口帮扶存在以下阶段性偏差：帮扶主体的目的区隔暴露“出工不出力”现象，帮扶制度的悬浮存在导致协同合作机制尚未形成，帮扶资源的体系约束造成“内卷化”困境，帮扶思维的潜在误区衍生“运动式治理”倾向。应立足党政主导、市场助力、社会参与和主体归位的系统化格局，完善多元协同、推动技术融合、明确职责分工和加强效果评估，建构我国低收入人口综合帮扶机制，助推农村低收入人口长效稳定增收，为巩固脱贫攻坚成果和实现共同富裕奠定基础。 |

Construction of comprehensive assistance mechanism for rural low-income population under the background of common prosperity |

| Abstract: The transition from absolute poverty governance to helping the low-income population is an important reflection of the paradigm shift of poverty governance and a key measure to achieve common prosperity. Since the reform and opening up, assistance for the low income population in our country has gone through the groping stage with basic eating and clothing as the goal, the beginning stage with comprehensive poverty alleviation development as the means, the key stage with poverty alleviation as the strategy, and the normalization stage with the comprehensive assistance mechanism as the core. At present, there are the following phased deviations in assisting rural low-income population: that the segmentation of assisted subjects’ goals exposes the phenomenon of "work without effort"; that the suspension of assistance system leads to the absence of collaborative cooperation mechanism; that the system constraint of assistance resources brings about the dilemma of "involution"; and that the potential errors of assistance thinking breed the tendency of "movement governance". We should be firmly rooted in the leading of the Party and government, in the boosting of market power, and in the systematic placing of social participation and subject. We should also improve diverse coordination, promote technology integration, clarify division of duties, strengthen effect assessment, construct a comprehensive support mechanism for the low-income population in our country, help boost long-term stable income of low-income rural population, and lay a solid foundation for consolidating our achievements in poverty alleviation and achieving common prosperity. |
