寻找中国发展模式的公共行政学视角：基于地方发展型政府的述论 |

| 摘 要： 中国奇迹产生的奥秘在于中国发展模式的选择，学界关于中国发展模式的研究缺乏公共行政学视角。通过开展中国发展模式与发展型国家理论的对话，发现是地方发展型政府形塑了中国发展模式的独特性。以地方发展型政府的生成、运行及效应为叙事线索，以经济职能履行为中轴的解释路径为理解中国发展模式提供了公共行政学视角。依照纵向的央地关系与横向的政市关系、政社关系，将地方发展型政府的实践图景归入代理型地方发展主义、地方政府统合主义与地方制度主义三个不同的解释框架。寻找中国发展模式的公共行政学视角，有利于重新发现中国情境下的公共行政实践，以实现中国发展模式的深化，为开辟“中国之治”新境界贡献理论力量。 |

Seeking public administration of Chinese model: An overview based on local developmental government |

| Abstract: The secret of the Chinese miracle lies in the choice of the Chinese model, but there has been no perspective of public administration in the study of the Chinese model in the academia up to now. By conducting a dialogue between the Chinese model and the developmental state theory, we find that the local developmental government constructs the uniqueness of the Chinese developmental state. This interpretation path, which takes the performance of economic functions as the central axis and takes the formation, operation and effect of local developmental government as the narrative clue, provides the perspective of public administration for understanding the Chinese model. The research on the governance mechanism or model with Chinese characteristics in the operation process of local developmental government can be divided into three different explanation frameworks according to the vertical relationship between the central and local governments, and the horizontal relationship between government and market as well as the relationship between government and society. These three are: local developmentalism of the agent type, local state corporatism and local institutionalism. Seeking the perspective of public administration of the Chinese model is conducive to rediscovering the practice of public administration in Chinese context, so as to promote the deepening of the Chinese mode, and to contribute theoretical strength to open up a new realm of "The governance of China". |
