| 摘 要： 科学的执政理念是实现执政党的执政目标和执政意志的理论基础。面对社会转型特殊背景下政治统治方面所产生的诸多问题，中国共产党应该在执政兴国的发展理念、执政在民的民主理念和执政在法的法治理念的有效引导下，不断提升执政能力和水平，以实现执政基础的巩固。 |

On the Transition of the CPC’s Governing Philosophy during
the Social Transformation |

| Abstract: The scientific governing philosophy is the guidance for governing activities, and it is the theoretical foundation of achievement of the ruling party’s governing object and governing will. Faced with the negative impacts of political governance brought about by the social transformation, it is necessary for the CPC to constantly improve its governing ability and level under the affective guidance of the developing conception that the governing lies in developing the whole country, the democracy conception that the governing is for the people and the conception of law that the governing should strictly follow the law so as to realize the consolidation of the ruling foundation. |
