电子政务发展优化营商环境的机制研究——基于不同收入水平国家的比较分析 |

| 摘 要： 基于全球149个国家2010—2018年间的面板数据，实证分析了不同收入水平国家电子政务发展优化营商环境的作用机制及其效果。研究发现：电子政务对营商环境的正向影响在中高收入国家中最强，在高收入国家中次之，而在中低及以下收入国家中最弱；发展电子政务有助于提升政府效能与政府清廉水平，但对腐败规制的强化作用相对较弱，不同收入水平国家电子政务发展对政府效能与腐败遏制的积极效应也存在区别；电子政务助力营商环境优化的间接作用机制更多表现为通过提升政府效能来实现，且这种机制在不同收入水平国家中存在一定差异。 |

On the mechanism of e-government development optimizing business environment: A comparative analysisbased oncountries with different income levels |

| Abstract: Based on the panel data of 149 countries from 2010 to 2018, this paper makes an in-depth empirical test on the impact and mechanism of e-government development on business environment, and analyzes and compares the differences of this impact mechanism in countries with different income levels. Thestudy finds that the positive impact of e-government on business environment is strongest in countries with mid and high income levels, less in countries with high incomes, but weakest in countries with low incomes, and that the development ofe-government is helpful to improve the government efficiency and the level of government integrity, but the strengthening effect on corruption regulation is relatively weak, and there exist differences in the positive effects of e-government development on government efficiency and corruption curbing, The study also finds that the indirect effect mechanism for e-government to boost the optimization of business environment is shown more strikingly by improving government efficiency, and this mechanism varies in countries with various income levels. |
