政策工具视角下中国矿产资源安全政策文本量化研究 |

| 摘 要： 矿产资源安全政策是国家矿产资源安全管理的关键支撑。通过建立“政策工具—政策目标—政策作用环节”三维分析框架，对1986年至2019年间国家层面颁发的498份矿产资源安全政策进行了文本量化分析。结果发现：中国的矿产资源安全政策体系趋于体现矿产资源全生命周期和总体安全观，整体性特征日趋明显，但存在过于依赖权威型政策工具、过于重视经济安全、过于关注勘查和开采环节等现象。现存问题的原因主要是政策目标群体不够全面、政策价值不够统一、管理体制机制不够完善。对此，应该基于整体性治理理论，构建起重视多元主体参与的部门协同的、保护资源环境与保障经济社会发展并重的整体性的矿产资源安全政策体系。 |

Policy tool-based textual quantitative analysis on China's mineral resource safety policies |

| Abstract: Mineral resource safety policies provide a critical support to mineral resource safety management. Through the establishment of a three-dimensional analysis framework with "policy tool plus policy objective plus policy action link", a quantitative analysis of the 498 mineral resource safety policies issued by the central government from 1986 to 2019 is carried out. The results find out that China's mineral resource safety policies tend to reflect the whole life cycle of mineral resources and a holistic view of security, with its holistic characteristics becoming increasingly obvious, but there exists a phenomenon of over-relying on authoritative policy tools, and paying too much attention to economy security, exploration and mining. The main reasons lie in that the policy target groups are not comprehensive, the policy values are not in uniform and the integration of department functions is insufficient. To address to these issues, we can, based on the holistic governance theory, build an integrated mineral resource safety policy system to complete the holistic governance on mineral resource safety, which emphasizes collaboration between multi-subjects and participating departments, and the equal balance between safeguarding resource environment and guaranteeing economic social development. |
