推进国家治理体系和治理能力现代化：根本依据、战略意涵与标志性意义 |

| 摘 要： 以习近平的相关重要论述为根本遵循，新时代推进国家治理体系和治理能力现代化的根本依据是：它关系党和国家事业兴旺发达、国家长治久安、人民幸福安康，是新时代改革开放推向前进的根本要求，是新时代的国家治理面临的许多新任务新要求。其战略意涵包括：要坚持正确的方向，即坚持完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化这一总目标；要着力在国家治理体系和治理能力现代化上形成总体效应，取得总体效果；要坚持把马克思主义基本原理同中国具体实际相结合、坚持和完善支撑中国特色社会主义制度的根本制度、坚持辩证的发展观点，坚持人民的主体地位、坚持植根中国大地学习和借鉴人类文明的一切优秀成果等原则要求。其标志性意义在于：这一重大战略体现了我们党对中国社会主义现代化内涵认识的深化，为解决好社会主义社会的治理问题提供了中国经验，同时为人类对更好社会制度的探索提供了中国方案。 |

Promoting the modernization of the national governance system and governance capabilities: Fundamental basis, strategic implications and iconic significance |

| Abstract: Based on the relevant important expositions of Xi Jinping, the fundamental basis for the key strategic planning of promoting the modernization of the national governance system and governance capabilities in the new era lies in that it is related to the prosperity of the Party and the country, the long-term stability of the country, and the happiness and well-being of the people. It is also the fundamental requirement for the advancement of reform and opening-up in the new era and the urgent need for the national governance in the new era to be "more improved and constantly developing". Its strategic implications include sticking to the right direction, that is, adhering to the general goal of improving and developing the socialist system with Chinese characteristics and promoting the modernization of the national governance system and governance capabilities. They also include making efforts to form an overall effect and achieve overall results in the modernization of the national governance system and governance capabilities, sticking to combining the basic principles of Marxism with China’s specific reality, upholding and improving the fundamental system that supports the socialist system with Chinese characteristics, and finally insisting on the dialectical viewpoint of development, the people's dominant position as the subject as well as learning and drawing on all the outstanding achievements of human civilization with roots in the land of China. Its iconic significance lies in that this major strategy embodies the deepening of our party's understanding of the connotation of China's socialist modernization, provides Chinese experience to solve the governance problems of socialist society, and provides Chinese plan for mankind’s exploration of a better social system. |
