| 摘 要： 突发公共卫生事件的有效解决彰显了中国特色社会主义制度的优越性，同时引起社会各界对社区应对与法治规束问题的广泛关注。经历2003年“非典”和2020年突发公共卫生事件两次大的考验后，我国社区应对突发公共卫生事件的能力有了长足进步，但也集中暴露出一些问题。虽然党和政府体现了强大的纠偏能力，但从长远看，完善突发公共卫生事件社区应对和法治规束势在必行。应坚持问题导向、法治思维，不断健全社区治理机制，完善法治规束，将制度优势转化为治理效能，稳步提升社区应对突发公共卫生事件的能力和水平。 |

Community response to and legal regulation of handling public health emergencies |

| Abstract: Effectively solving public health emergencies shows the superiority of the socialist system with Chinese characteristics, and at the same time arouses extensive attention of all walks of life to the community response and the rule of law. Having experienced two tests including SARS in 2003 and the public health emergencies in 2020, the ability of our community in coping with public health emergencies has been greatly improved, but some problems have also been exposed. Although our Party and government have shown strong rectifying capability, it is imperative to enhance community response and rule of law in public health emergencies in the long run. We should adhere to the problem-oriented and rule-by-law thinking, constantly strengthen the community governance mechanism, perfect legal regulation, transform the institutional advantages into governance efficiency, and steadily improve the ability and level of community response to public health emergencies. |
