网络非技术风险及其安全治理 |

| 摘 要： 网络非技术安全治理是聚焦网民网络治理主体性发挥，以非技术手段为主的治理，是对当前单一技术手段为主的网络安全治理的拓展和补充。治理的前提，是网民要主动识别、预警、防范多媒介传播的危害信息和与主流对抗的网络文化所带来的内外风险。治理的关键，是解决网民在思想意识上容易非理性化，及因此产生非理性行为导致网络空间无序化问题。在治理举措上，需树立“硬管理”与“软治理”协调推进的理念，构建网络安全文化体系，整合网络空间道德秩序，明确责任主体以激发网络法治化的内生动能，以共建网络空间与现实空间的命运共同体。 |

Network non-technical risks and their security govemance |

| Abstract: Network non-technical security governance is the governance focused on the subjectivity function of netizens’ network governance and dominated by non-technical means, and is thus an extension of the current single technical means of network security governance. The prerequisite for governance is that netizens must proactively identify, warn, and guard against the internal and external risks brought about by multi-media dissemination of harmful information and online culture that goes against the mainstream culture. The key to governance is to solve the problems that netizens tend to become irrational in their ideology, and that the resulting irrational behavior leads to disorder in the cyberspace. In terms of governance measures, it is necessary to establish the cocept of coordinated advancement of “hard management” and “soft governance”; build a cyber security culture system, integrate cyberspace moral order, and clarify the main body of responsibility to stimulate the internal vitality of cyber legalization, and jointly build cyber space a community of destiny with real space. |
