合力治边：助推边疆治理现代化的重要方略 |

| 摘 要： 迈向现代化的边疆治理离不开治边方略体系的设计和推行。植根于中国特色治边实践经验，并加以内涵拓展和理论深化的合力治边方略，是现代化边疆治理的重要选择。合力治边方略是统领和指导合力治边行动及其过程的一套有效方法和策略，其内在契合共建、共享、共治理念，具有体系完整、认同一致、效能综合、资源耦合、运用灵活等特征。以合力治边方略推动边疆治理实践逐渐走向科学化、民主化、系统化、协同化的现代化之路，不仅需要完善国家战略支撑、党政有机联动、“三位一体”保障、合作平台支持等前置条件，而且需要强化以政府为中心的共治强边、跨区域合作兴边、先进文明睦边、群防群治固边、境内外合力筑边等实践环节。 |

Cooperative frontier governance: An important strategy to promote the modernization of frontier governance |

| Abstract: The frontier governance which is moving toward modernization cannot be completed without the design and implementation of the frontier governance strategy system. One of them is the cooperative frontier governance strategy which is rooted in the vivid frontier governance practices with Chinese characteristics and collaborated with connotation expanding and theory deepening. The cooperative frontier governance strategy is a set of effective methods and strategies to lead and guide cooperative frontier governance action and its process. It internally conforms to the concept of co-construction, sharing and co-governance with the characteristics of complete system, consistent identity, comprehensive effectiveness, resource coupling and flexible application. Pushing the frontier governance practice toward modernization in a scientific, democratic, systematic and coordinated way by adopting the cooperative frontier governance strategy needs not only to improve the prerequisite such as country strategic support, organic linkage of the party and government administration, “trinity” guarantee, cooperation platform support, but also to strengthen practical links such as the government-centered co-governance to enhance the border, cross-regional cooperation to prosper the border, advanced civilization to harmonize the border, mass prevention and mass control to solidify the border, and domestic and foreign cooperation to build the border. |
