市场类环境工具对经济增长的影响效应与作用机制──基于产业结构的视角 |

| 摘 要： 基于2001—2016年我国30个省的面板数据，首先测算出各省的技术创新指数和绿色技术创新指数作为重要控制变量，然后采用空间Sobel-Goodman方法检验产业结构在环境规制市场类系列政策工具影响经济增长的中介效应，最后以2SLS方法进行稳健性检验并以空间Threshold双固定模型进行平稳性检验，对中国市场类政策工具通过产业结构影响经济增长的直接和间接关系进行理论分析和实证研究。研究表明：市场类各政策工具对于经济增长影响效应及传导机制具有较强的互补性和异质性，提高市场类政策工具总体强度能够持续促进经济增长，这主要是由企业污染治理设备投资运行和政府排污费征收共同作用的，两大市场类政策工具结合使用能够实现环境保护和经济增长的“双赢”。对中国各级政府的政策启示有：更为坚定地组合使用市场类环境规制政策工具；进一步破除体制性障碍，增加资源配置效率；适度提高环保税税率。 |

Effect and mechanism of market-based environmental tools on economic growth: Based on the perspective of industrial structure |

| Abstract: Based on the panel data of 30 provinces in mainland China from year 2001 to 2016, the present study first calculates the technological innovation index and green technological innovation index of each province as important control variables, then tests the intermediary effect of industrial structure on economic growth by adopting spatial Sobel-Goodman method, and finally carries out the robustness test by employing 2SLS method and the spatial Threshold double fixed model, hence researching both theoretically and empirically the direct and indirect relationship between market-based policy instruments and economic growth through industrial structure. The results show that, unlike the absolute and opposite conclusions of previous relevant literatures, market-based policy instruments have strong complementarity and heterogeneity in their impact on economic growth and transmission mechanism, and that improving the overall strength of market-based policy instruments can promote economic growth, which is mainly due to the investment and operation of enterprise pollution control equipment and the collection of government sewage discharge fees. The combination of the two market-based policy instruments can achieve the "win-win" goal of environmental protection and economic growth. The policy enlightenment of Chinese governments at all levels includes more firm combination of market-based environmental regulation policy tools, further breaking down institutional barriers, increasing the efficiency of resource allocation; and moderately raising the tax rate of environmental protection tax. |
