| 摘 要： 政策评估价值取向指导政策评估全过程，对政策的实践与结果影响深远。基于中国共产党第十九届全国代表大会关于新时代社会主要矛盾的崭新论断，借鉴新制度经济学均衡思想并结合我国“十三五”时期所秉持的五大发展理念，提出全面深化经济体制改革时期政策评估的均衡性价值取向；并以贵州省为例，探讨均衡性价值取向在政策评估中的适用性和实现政策均衡的“有发展、有继承、有创新、有引领”四有路径。 |

The balanced value orientation of policy evaluation in the local government |

| Abstract: The value orientation of policy evaluation guides the whole process of the policy evaluation, hence exerting a profound influence on the practice and its consequence of the policy. The present essay, based on the new statements about major social conflicts of the new era at CPC's 19th National Congress, draws lessons from the "balance" idea in institutional economics, and puts forward the "balance" value orientation of the policy evaluation at the time of comprehensively deepening the economic system reform in the light of the "Five Development Concepts" which we uphold during "the 13th Five-Year Plan". The study, by citing Guizhou province as an example, discusses the applicability of balanced value orientation in policy evaluation as well as the "Four Haves" assessment path in realizing policy balance, that is, "having development, having inheritance, having innovation and having guidance." |
