| 摘 要： 民办高校快速发展的背后存在着风险的隐忧。构建民办高校风险防范体系，成为当前促进民办高等教育持续健康发展的现实需要。无论是从理论上看，还是从现有法律来看，政府均具有相应责任。实施科学规划、健全法规政策、完善财政资助、加强运营监管、提供运营服务，是这一责任中最为核心和最迫切的内容。 |

On the Responsibility of Government in Preventing the Risk of Running the Private Universities |

| Abstract: Hidden risks exist behind the the rapid development of private colleges and universities. Construction of the risk prevention system of private colleges & universities has become a realistic need to promote the sustainable and sound development of private higher education. Whether seen from the theory or from the existing laws, the government should not shirk its responsibility. Implementing scientific planning, defining regulations and policies, improving financial support, strengthening the operation supervision, and providing operation services, constitute the core and the most pressing issue of the responsibility. |
