开启中国特色社会主义制度现代化新征程 |

| 摘 要： 中国梦的实现需要中国特色社会主义制度现代化的支撑和推进。十九大报告明确要求，从2020年到21世纪中叶，必须实现国家治理体系和治理能力现代化。国家治理现代化的实质就是制度现代化，即不断增强制度的科学性、规范性、有效性、系统性、整体性、协调性、有机性等，使制度顺应乃至引领整个国家和社会的现代化发展步伐。有效推进我国制度的现代化，必须坚持国家意志和人民意志的统一，坚持理想与现实的关照，做好良法与善治的对接，加强问题导向与系统思维的考量，注重改革与定型的统筹，力促理论与实践的互动，确保制度制定与制度落实的合一。 |

Embarking a new voyage to the modernization of the socialist system with Chinese characteristics |

| Abstract: The modernization of the socialist system with Chinese characteristics is in great support of the realization of the Chinese dream. General Secretary XI Jinping’ Report at the 19th CPC National Congress clearly states that the modernization of China’s system and capacity for governance must be achieved fundamentally from 2020 to the mid twenty-first century. The modernization of state governance is to modernize the system by constantly enhancing the system scientifically, normatively, effectively and systematically, as well as in terms of integration, coordination and organic organization. Only in the way can the system conform to and even lead the modernization of the country and society. To promote the modernization of China’s system, we must uphold the unification of the will of the country and the will of the people, the coordination of idealization and reality, and the balance between law and governance, and strengthen the combination of problem centralization and systematic thinking, the coordination of reform and orientation, the interaction between theory and practice, so as to ensure the system formulation and implementation. |
