将党内法规纳入社会主义法治化国家建设中的若干思考 |

| 摘 要： 在全面推进依法治国大背景下，党内法规体系构成了中国特色社会主义法治体系的重要组成部分。这就要求积极推进党内法规与国家法律的有效衔接，从而使党内法规和宪法法律一道，构成社会主义法治的重要制度载体。而新时期要将党内法规纳入社会主义法治化国家建设之中，就需要做到：一是用法治精神、法治思维去推动党内法规自身建设；二是建立健全党内立法与国家立法的沟通协调机制；三是建立健全党内法规备案审查制度；四是推动党内执纪方式的法治化。 |

Thoughts over the construction of the socialist country under the rule by law by incorporating the inner-party laws and regulations |

| Abstract: Under the background of comprehensively promoting the rule by law, the inner-party laws and regulations constitute an important part in the socialist legal system with Chinese characteristics. This requires promoting actively the effective convergence of the inner-party regulations with state laws so that the inner-party regulations and constitutional laws can together constitute an important system of socialist rule by law. In the new era when the regulations of the party should be incorporated into the state construction of the socialist rule by law, we need to do the following: first to use the spirit and thought of ruling by law to promote the self construction of the inner-party regulations, second to establish a sound communication and coordination mechanism between the party legislation and national legislation, third to establish and perfect the system of inner-party laws and regulations for the review and record review; and fourth to propel the legalization of the Party discipline. |
