| 摘 要： 平等是服务型政府的首要伦理目标，民主政府必须致力于社会平等的建设。公共政策作为政府对社会价值的权威性分配，必须坚持平等优先、效益至上的原则，而不是将效率至于首位。政策平等主要内容包括平等分配权利与机会，通过制度供给，建立平等的利益表达机制、平等的利益博弈机制、平等的利益保护机制是实现政策平等的根本途径。 |

| Abstract: Equality is the initial ethical target of the government of service type, and the democratic government has to be concentrating on the construction of social equality. The public policy must stick to the principle of equaling initiative and performing highest as government authoritative allocations to the social value, instead of putting efficiency first. The main contents of policy equality include equalizing to allocate the right and opportunity through supplying a system to establish the equal mechanism of benefits expression, the equal mechanism of benefits competition, and the equal mechanism of benefits protection, which are the essential approach to realizing the policy equality. |
