城市社区治理中公民参与能力建设的调查与思考——基于L市社区的问卷调查 |

| 摘 要： 城市社区治理现代化是实现国家治理体系现代化的基础性工程。公民参与能力是公民参与城市社区治理的前提。城市社区治理中构成和影响公民参与能力的基本要素包括公民参与社区治理的主观意识，公民所具备的基本政治知识，公民利益表达渠道的选择等。我们从上述三个维度对L市公民参与能力现状进行问卷调查，其结果显示，目前L市社区治理中的公民参与能力总体不足，影响了社区治理的实际成效。因此，地方政府应转变传统治理理念，多渠道提升公民参与能力建设；同时充分开展公开、有效的信息交流与发挥社会组织的作用，鼓励和促进公民参与的实践历练，亦是提升公民参与能力的重要举措。 |

Survey of and thoughts over the ability construction of citizen participation in urban community governance: Based on the community questionnaire in L city |

| Abstract: Modern urban community governance is the basis of the modernization of national governance system. Capacity of citizen participation is the premise of citizen participation in urban community governance. The basic elements of citizen participation in urban community governance includes the subjective consciousness of citizen participation, basic political knowledge of citizen, the choice of citizen interest expression channels, etc. We have done a survey over the present situation of the capacity of citizen participation in L city. Results show that there lacks the capacity of citizen participation in L city, which influences the actual effect of community governance. Therefore, the local government should change the traditional management idea and tries multi-channels to improve the capacity of citizen participation. At the same time, such more measures can be taken as opening fully and effective information exchange, arousing the activity of social organizations in community governance, encouraging and promoting citizen participation practice so as to enhance the capacity of citizens participation. |
