行政层级制的价值反思及变革探析

摘  要: 效率、秩序是行政层级制的核心价值。而“人”是现代社会组织的核心竞争力所在。行政层级制的“工具理性”本质与人的价值的实现之间的冲突日益凸显。自由、民主、平等和创新等价值成为现代组织发展的必然要求,是提升组织的核心竞争力的关键要素。组织价值的变化,行政层级制势必发生根本性的变革:组织权力运行由“中心化”向“非中心化”转变;组织结构从“机械型结构”向“有机型结构”转变;组织价值由单一的“效率”向多元价值转变。

The value reflection of administrative hierarchy and the analysis of the reform

Abstract: Efficiency or order is the core value of administrative hierarchy. However, the human being is becoming the core competitiveness in the organization. The conflict between the essential “instrumental rationality” and human values is becoming increasingly prominent. Value such as freedom, democracy, equality and innovation become the inevitable requirements of modern organization development, which are key elements to enhance the core competitiveness of organization. As the change of organization value, administrative hierarchy inevitable takes profound and fundamental change. The power running of organization must shift from “centralized” to “decentralized,” organization structure from mechanical to organic, the value of organization from single value “efficiency” to diversity.
