| 摘 要： “两个责任”是落实党风廉政建设责任制的重要环节，但该制度在我国理论和实践中都处于探索阶段。在落实“两个责任”过程中还存在责任认定较模糊、责任形式繁杂、检查考核流于形式、责任追究较随意等实践困境。为消解这些困境，必须建立责任清单制度、完善检查和考核机制，同时规范责任追究制度。 |

Resolution to the predicament of the Two-responsibility System in practice |

| Abstract: The Two-responsibility System, an important precedure in the implementation of the responsibility system of the CCP’s work style and clean administration in China, is still at the early stage both in theory and practice of the system. In the process of implementing the Two-responsibility System, there exist such problems as failure to identify clearly the responsibility; complication in the forms of responsibilities, a mere formality in inspection and examination, and randomness in ascertaining responsibilities. In order to resolve the problems, some systems should be established or improved, including establishing the system of listing responsibilities, perfecting the mechanism of inspection and examination, and regulating the responsibility-ascertaining program. |
