志愿者保险制度的困境与出路 |

| 摘 要： 美国、日本、波兰、西班牙等国以及我国台湾地区都有关于志愿者保险的立法和实践。而我国志愿者保险面临法律保障力度不够、保险体系不健全、经费保障不到位等困境，需要尽快制定《志愿服务法》以加强对志愿者保险的法律保障，并调整志愿者保险体系内部结构，加强志愿者保险经费保障力度，以进一步优化我国志愿者保险制度。 |

| Abstract: There are difficulties in China’s volunteer insurance such as the legislative system but insurance system is imperfect, and the funds is not in place. We should develop “Volunteer Service Law” to strengthen the legal guarantee of volunteers insurance, and optimize the internal structure of volunteer insurance, strengthen the security of insurance funds for volunteers so as to further optimize our volunteer insurance system. |
