基层参议员与陕甘宁边区的乡村建设 |

| 摘 要： 延安时期，中共通过重塑乡村权力结构主体而崛起的数量庞大的基层参议员群体，既是乡村建设的政治参与者，又是乡村建设的积极实践者。这种新的角色，使他们既能在新的制度框架内拓展乡村治理的社会权威，又能在很大程度上改造乡村社会中的既有传统。作为民主制度的重要载体，基层参议员是乡村自治的主要力量。他们在中共强大的社会动员之下，以参议会为主要制度基础，将乡村建设与民主自治有机地结合起来，展开了一场全方位的乡村改造和社会革命并举的乡村建设运动。 |

Grassroots senators and rural construction in Shaanxi-Gansu-Ningxia Border Region |

| Abstract: In the Yan’an period, a large number of senator groups reshaped the main village power structure. They were both political participant in rural transformation and active practitioner in rural construction. This new role not only expanded their social authority of rural governance in the new institutional framework, but also, to a large extent, transformed rural society traditional. As an important democracy carrier, senators could be described as a major force in rural autonomy. Under the CCP strong social mobilization, they organically combined democracy autonomy by the council as institutional basis, and launched a comprehensive rural construction movement by rural reform and social revolution simultaneously. |
