社会治理实践中社会工作介入拆迁安置社区的研究——基于香港与大陆的比较分析 |

| 摘 要： 香港社工以政策倡导者、决策参与者、服务提供者、中介者的角色，全程参与拆迁的整个过程，服务环节相对系统完整。大陆地区社工主要在拆迁执行阶段介入，以拆迁执行人和服务提供者的角色参与工作，较少参与决策和政策倡导。基于德金行动研究模式理论所建构的拆迁社区治理的实践模型包涵工作系统、介入周期、核心任务、身份路径四个维度，旨在将以社会工作为代表的社会力量，有效嵌入现有一元主体的工作格局中，以实现拆迁社区中政府治理和社会自我调节、居民自治良性互动的格局。 |

Study of social governance practice on social work intervening in the process of demolition in urban community——compared Mainland and Hong Kong |

| Abstract: As the policy advocates, decision participants, service providers, and the intermediary, Hong Kong social workers involved in the demolition of the whole process. Compared with the mainland, social service system in Hong Kong is relatively complete in the field. As the executor and the service provider, the social workers in the mainland involved in the demolition work in the implementation stage. They are less likely to participate in decision making and policy advocacy. Based on construction of DK action research model theory, the practice model on social workers intervening in the demolition include the working system, intervention period, the core task and the identity path. The model is to make the social forces be embedded into the now work pattern. Social work is an important representative of social forces. Only by doing so, can we realize the self regulation, government governance and community residents autonomy benign interaction pattern. |
