融会当代信息技术观的行政哲学建构 |

| 摘 要： 对当代信息技术本质与作用的单向性理解和行政哲学理论建构的不明，导致公共行政哲学对于信息技术哲学思考的缺失和实践方向的迷失。以“批判的建构论”建构当代信息技术的技术观，可以认识信息技术的价值理性，并揭示在具体的实践的领域，公共行政对信息技术在改变现有的权力、利益关系和行政制度与文化体系中的作用所应进行的反思与超越。当代信息技术无可置疑地对公共行政产生重要影响，但这是否源于它所前置性承载的行政价值，以及这种影响是否具有决定性、单向性，是否其自身也成为一个行政问题，等等，这一系列仍在争论中的主题，都需要我们运用信息技术观进行讨论和解释。 |

Constructing administrative philosophy horizon of concerning information technology |

| Abstract: The unidirectional understanding to essence and function of concerning information technology and the immature state of theoretical constructing about administrative philosophy lead to deficiency of philosophical thinking on information technology and loss of practice direction in public administration, which altogether put forward the urgent request on philosophical reflection about information technology. With construction theory of critical perspective, to construct the view of technology of concerning information technology not only realizes the value-rationality, but also reveals the reflection and surmounting that public administration to the influence and function of information technology change of existing power and interests relation, administration institution and culture system in specific practice. Concerning information technology incontestably has important influence on public administration, on whether the effect of information technology on public administration comes from administrative value bears congenital significance, and whether this kind of influence has the decisive and unidirectional influence, even whether itself becomes an administrative issue, and so on. On a series of the still-debated issues of administrative philosophy comes to light, all of which need explaining and discussing by viewpoints of essence of information technology. |
