完善绿色GDP绩效考核的构想 |

| 摘 要： 随着空气污染、水污染等环境问题日趋严重，绿色GDP绩效考核作为一项新的管理工具正逐渐受到学者的关注和中央政府的重视，一些地方政府已开始采用绿色GDP对政绩进行考核。虽然这一考核在一定程度上能够起到推进我国行政体制改革、监督政府行为、维护政府信誉和形象、保护自然环境等重要作用，但我国政府绿色GDP绩效考核仍处于探索性阶段，还存在着政府绩效考核理论和实践研究不足、政府产出难以量化、政府绩效考核的规范化程度不高及政府绩效考核主体过于单一等众多问题。针对这些问题，提出从观念、制度和技术等几个方面来予以完善。 |

Green GDP Performance Appraisal Thoughts of Perfecting |

| Abstract: With the increasingly serious environmental problems such as air pollution, water pollution, green GDP performance appraisal as a new management tool arouses the concern of government and scholars, some local governments have begun to adopt green GDP achievements appraised. Green GDP performance evaluation, to a certain extent, can promote the reform of political system in our country, supervise and government behavior, maintain the government credibility and image, thus playing an important role in protecting the natural environment. But our government performance evaluation is still in the exploratory stage, problems still exist in the government performance evaluation theory and practice research, such as government output hard to quantify, the standardization of the government performance appraisal degree is not high and the government performance appraisal problems such as the subject is too single as well. To sole problems, the countermeasures of implementation of green GDP performance appraisal are suggested in the paper. |
