| 摘 要： 发扬民主性，体现代表性，是中国共产党对人大代表选举的基本认知。这种认知直接影响了中国人大代表选举的具体制度设计与运作逻辑，反映在人大代表名额分配、选区划分与候选人提名等各环节中。民主性与代表性的结合，既是中国人大代表选举制度的特色与优势，也是中国政治发展的客观要求。如何在进一步彰显民主性的前提下，实现代表性与民主性二者间的良性互动，是中国人大代表选举制度发展的基本价值取向。 |

Representativeness and democracy: the CPC’s recognition and practice to the election of deputy to the People’s Congress |

| Abstract: Representativeness and democracy are the CPC’s recognition to election system of the deputy to the People’s Congress. It directly influences the design and operation of the election system, reflecting in the allocation of delegates, electoral districts, nominations of candidates, and so on. The combination of the representativeness and democracy is both the advantage and demand of China. And how to realize the active interaction between the representativeness and democracy is the orientation of the election system. |
