党的政党意识、执政党意识及执政意识辨析 |

| 摘 要： 政党意识、执政党意识和执政意识是政党文化中的三个不同的概念。目前学界对三者理解不一，同时存在两方面问题：一是概念混淆，二是内容界定不准确。中国共产党的政党意识是指中国共产党全党成员和党组织形成的对中国共产党的性质、宗旨、纲领、使命等各方面所达成的共识。执政党意识是指党以执政党的身份来思考如何建设中国特色社会主义，早日建成小康社会和实现社会主义现代化等执政任务问题。执政意识指的是作为执政党的中共对于履行执政职能、巩固执政地位、实现执政目标的思考，是党的执政实践活动在党的组织和成员头脑中形成的固有的执政思维方式。政党意识、执政党意识与执政意识三者的关系是：政党意识里包含执政党意识，而执政党意识里包含着执政意识，三者的层级依次从大到小。中国共产党的政党意识内容包括革命党意识和执政党意识两大方面；中国共产党的执政党意识主要内容为全面执政意识、忧患意识、改革开放意识、发展意识等；而中国共产党的执政意识内容则包括为民执政意识、依法执政意识、民主执政意识、科学执政意识、第一要务意识等。 |

An analysis of concept and connotation of political party consciousness, ruling party consciousness and governance consciousness for CPC |

| Abstract: Political party consciousness, ruling party consciousness and governance consciousness are three different concepts of political party culture. At present, the academic circles have different understanding on it and face two problems. One is conceptual confusion, the other is that the content definition is inaccurate. The CPC’s political party consciousness refers to all members of CPC and the party’s consensus formed by nature, tenet, program, mission, and so on various aspects of CPC. Ruling party consciousness refers to the CPC thinking about how to resolve ruling duty questions like building the Chinese characteristic socialism, a well-off society and realize socialist modernization as an incumbent party. Governance consciousness refers to the CPC thinking about how to perform administration functions, consolidate the ruling position and realize the goal as a ruling party, it is the inherent ruling mold of thinking which forms the party’s ruling practice, party organizations and member’s brains. The relations of political party consciousness, ruling party consciousness and governance consciousness is that political party consciousness include ruling party consciousness, ruling party consciousness include ruling consciousness, the three levels decrease in turn. The CPC’s political party consciousness includes two large pieces of content: revolutionary party consciousness and ruling party consciousness. The main contents of the CPC’s ruling party consciousness are comprehensive ruling consciousness, suffering consciousness, reform and opening consciousness, development consciousness, etc. The contents of the CPC’s ruling party consciousness include consciousness of ruling for the people, governance consciousness, democratic consciousness, scientific consciousness and top priority consciousness, etc. It is of great realistic significance to enhance the three consciousness by studying party’s theory knowledge, strengthening party member’s consciousness, improving the party’s image, listening to the public’s interests, absorbing and drawing lessons from other cultures. |
