洞庭湖区域金融发展战略：从“资金高地”到“金融洼地” |

| 摘 要： 现阶段洞庭湖区域金融发展处于相对“弱势”的状态，突出表现在金融机构聚集度较低，金融市场体系不健全，金融效率水平不高三个方面。经济状态、回程效应和金融生态对区域的资金吸引力形成三重挑战，使区域呈现出 “资金高地”的现象。“环湖”区域面对未来发展前景，需要金融状态实现从“资金高地”到“金融腹地”到“金融洼地”的演进。基于此，文章以强化区域金融凝聚力为主线，结合环湖区域的特征与潜质，设计“环湖”金融发展的“洼地战略”，并以“三步走”的方式对战略做任务分解，描绘出战略实现路径图。 |

The financial development strategy for the Dongting Area from “Capital Height” to “Financial Depression” |

| Abstract: At present, financial development of Dongting Lake area stays in a relatively “vulnerable” state, which is reflected in three aspects: low-level aggregation of financial institutions, imperfect financial market system, and low-level financial efficiency. Economic status, return effect and financial ecology in form triple challenge for the regional capital attraction, causing the region to present a “capital highlands” phenomenon. Facing the future developmental prospects, the “Lake” area needs to shift financial state from “highland capital” to “financial hinterland” to “financial depression”. Based on the analysis, the article suggests the strength of regional financial cohesive force as the main line, integratively considering lake areas’ features and potential, and designs the financial development strategy, and develop in a “three-step” way. |
