| 摘 要： 1997年10月美国国务院与国会议员达成妥协设立“西藏问题特别协调员”一职。《2002年西藏政策法》明确规定了这一职位的职责范围，使其成为国务院中常设的制度化的职位。克莱格等4位协调员在敦促中国政府与达赖喇嘛及其代表接触商谈、关注境外藏人难民事务、提交涉藏事务报告等问题上发挥了关键性作用，美国对西藏事务干预力度明显加强。 |

| Abstract: Clinton Administration sets up a position- Special Coordinator for Tibetan Issues-in October 1997. Tibetan Policy Act of 2002 has institutionalized the responsibility of Special Coordinator for Tibetan Issues, whose role has been more and more important. The Special Coordinators for Tibetan Issues have been playing crucial role in promoting contact between Chinese Government and DaLai Lama, paying close attention to Tibetan refugee affairs since 1997. US Government intervention in the Chinese inner affairs is reflected in establishing the post of Special Coordinator for Tibetan Issues. |
