| 摘 要： 政府知识管理蕴含着政府创新向前推进的新动力，是政府创造力得以提升的新范式。政府知识管理以提升政府部门的创新性、回应力和决策的科学性以及促进学习型政府为基本目标，以知识共享为基本手段，将新知识高效运用于管理实践。目前我国政府知识管理还存在着经验性障碍、观念性障碍、载体障碍、知识考核等困难，必须有效地化解这些困难，才能进入一个新的高度。 |

| Abstract: Government knowledge management aims basically to improve creativity, responding power and scientific policy-making of the departments concerned so as to promote the building up of “a learning government”, of which sharing of knowledge is the basic means. It helps to apply new knowledge to practice with high efficiency. Many problems are found in the government knowledge management in China, such as empirical obstacles, conceptual barriers, carrier obstacles and knowledge assessment. Only by solving the problems in an efficiency way, can the management be uplifted to a new level. |
