水资源保护与水污染防治法律制度的协调性研究 |

| 摘 要： 水既是自然资源，又是环境要素，具有双重属性。水资源保护与水污染防治既有区别又有联系，既有衔接又有冲突。文章结合最严格水资源管理制度的实行，分析了水资源保护的主要内容和相关管理体制，对水资源保护与水污染防治法律制度在协调性方面存在的问题进行了较为全面的研究，探讨了其主要原因，在此基础上提出了加强制度协调与衔接的对策建议。 |

On coordination of legal system between water resources protection and water pollution prevention and control |

| Abstract: Water is natural resource and environmental factor, which has double attributes. There are differences and connections, continuities and conflicts between water resources protection and water pollution prevention and control. This article combined with the most strict water resources management system implementation, analyzed the main content and relevant management system of water resources protection, systematically studied the coordination of legal system between water resources protection and water pollution prevention and control, discussed its main cause and put forward the countermeasure proposals. |
