吕锡琛,Dan Sarafinas(一波)

Laozi’s governing without action and Hayek’s freedom and limited government

LU Xichen, Dan Sarafinas

(School of Public Administration, Central South University, Changsha 410083, China)

Abstract: Governance by non interference is at the heart of Laozi’s philosophy, which includes limitation on authority, the self-actualization of the people, freedom, self governance, and social self development. Spontaneous social order is likewise a precondition for Hayek’s theory and an essential aspect for the protection of the people's freedom and limited government. Governance through non-interference and Hayeks freedom and limited government share many commonalities and differences. Through the investigation of these two thinkers the author hopes to show Laozi’s thought’s value in the modern world as well as China’s contribution to the theory of governance and political theory.

Key words: Laozi; governing without action; Hayek; freedom; limited government
