构建社会主义福利社会中的政府责任 |

| 摘 要： 在构建社会主义福利社会的构建中，政府作为社会保障制度的主导者，无疑承担着重大责任。政府承担重大责任既是社会保障作为公共物品的内在要求，也是政府合法性的重要基础；但这并不等于政府包办社会保障和排斥市场、集体、个人的介入，而要从中国社会保障发展战略出发，明确社会保障的政府责任边界，完善公共财政制度化保障机制，强化社会保障功能社会政策化技术路线。 |

The government responsibility of social security system in socialist welfare society |

| Abstract: This paper discusses the government responsibility of Socialist welfare society. The author advocates to take social security as the factors of productions. We need define accurately the relation of state and market, fairness and efficiency, in the system design. The moderate social security system causes no loss of efficiency, improves the quality of labor force and economic efficiency, promotes the development of productive forces. What’s more, the efforts made will increase social cohesion and national competitiveness. |
