中国传统政治文化现代化的范式转换 |

| 摘 要： 中国传统政治文化源远流长、影响深远。推进中国传统政治文化现代化必须实现四个根本的范式转换：从人治走向法治，将法治提升为治国方略，坚持法律至上、保障权利、制约权力；从扬善为主走向制恶扬善并重，制恶是扬善的前提和基础，扬善是制恶的目的和归宿，两者不可颠倒、不可偏废；从权力本位走向权利本位，努力维护权利、切实保障权利、充分享有权利是文明社会的标志；从全能政府走向有限政府，建构有限政府是发展市场经济、建设民主政治和建立有效政府的共同要求。 |

The Paradigm Shift about Modernization of
traditional Chinese political culture |

| Abstract: China has a long history of traditional political culture with far-reaching implications. To promote the modernization of traditional Chinese political culture needs to achieve four fundamental paradigm shifts: Changing from the rule of man to the rule of law. As a government strategy to enhance the rule of law, upholding the supremacy of law, protection of rights, and restriction of power. It needs the change to from mainly to promote good to punish evil and promote good to the system. To punish evil is the prerequisite and basis for promote good, while to promote good is the purpose of the system and end the evil. The two respects can not be reversed, neither can it be neglected. It needs the change from power standard to right standard. It is a sign of a civilized society striving to maintain the right, effective protection of rights and full enjoyment of rights. It needs the change from omnipotent government to limited government. Construction of limited government is the wide requirements to the development of market economy and building democracy and the establishment of an effective government. |
