农民平等物质帮助权论略 |

| 摘 要： 在农民平等物质帮助权问题上，存在着立法上的不平等和实际上的不平等。这种不平等首先是城乡二元体制所造成的，其次和农民自身也有着一定的联系。农民在物质帮助权上的不平等已经开始危及中国社会的稳定和发展。农民平等物质帮助权的实现，需要通过增强农民在政治和社会生活中的影响, 如建立农民的利益组织，并通过立法解决由城乡二元体制造成的农村生存保障机制的缺失。 |

On equal material help rights of farmers |

| Abstract: Due to dual systems of social organization in town and country in China, there always exists inequality in both legislation and practice on the realization of farmers’ equal material help rights, which is also related to farmers themselves. It’s considered that this situation has exerted negative influence on the stability and development of Chinese society. The author thinks that the realization of the material help rights needs to enhance farmers’ influence on the political and social life, establish farmers’ benefit organization, and put right the flaws of the subsisting ensuring system of farmers by the way of legislation. |
