空心社会、隐形社会、市民社会与行政国家 |

| 摘 要： 中国农村扶贫中的国家与社会关系可以用“政府组织”与“非政府组织”的关系来代替。建国之后，国家在农村扶贫中一直占据主导地位，社会却经历了从“空心社会”“隐形社会”到当前还不完善的“市民社会”三个阶段。这些阶段的出现是基于不同的原因，各个阶段中国家与社会关系的表现形态也不相同：“空心社会”的出现是因为“政策忽略”与“传统缺失”；“隐形社会”的出现是因为其有弥补政府功能的作用，但其地位卑微；现今社会的独立性越来越明显，在扶贫领域与国家有越来越多的积极合作，并逐渐体现出“市民社会”的特性。 |

Hollow society, invisible society, civil society and administrative state |

| Abstract: The relationship between state and society in the process of Chinese rural anti-poverty can be replaced by the relationship between government organization and non-government organization. After the foundation of the People’s Republic of China, the state used to occupy the leading status. At the same time, the society passed the period from hollow society and invisible society, and now it is going to the civil society. With different reasons, the society must go with these three periods. And in each period, the society has its different behaviors: for the reason of being ignored by the policies and the missing of tradition, hollow society came out; and the invisible society’s coming out was to make up the governmental failure in the field of anti-poverty, but it’s status was petty and low; the independence of society is becoming more and more clear now, and society has more and more cooperation with the state, and the characters of civil society are emerging gradually. |
